A few of the comments on other sites indicate that the face is from a Lando Calrissian minifig, and the suit comes in about 4 sets:

7997-1 - Train Station (2007)
7635-1 - 4WD with Horse Trailer (2009)
7641-1 - City Corner (2009)
9348-1 - Community Minifigure Set (2011)
